Want to convert fixed length into CSV

I would appreciate it if you could point me in the right direction. I have a file that consists of 120 byte records containing fixed length fields. What do I need to do to convert this file into individual fields in CSV format.
Also how do I process the first and last line differently?

1. Use the Filters\Add\Insert columns filter to add commas between tghe fields.

2. Use two line restricitons - one for the first line, and one for the last line
