ASCII Signed Numeric like Zoned Decimals from EBCDIC

we have these values:

004567J

The file is ASCII but these numbers are signed like zoned decimals from EBCDIC conversion.

How can we convert these numbers?

I see that TextPipe has something for this but I think it converts it only from EBCDIC.

Am I right?
