Criteria for flagging file as Modified?

Criteria for flagging file as Modified?

Expanding or collapsing a filter with subfilters does not change how the filter works.
It merely gives the user a more or less detailed view of the filter.

That being so, why should expanding/collapsing a filter or subfilter cause the file to be flagged as Modified?
Surely this should only be flagged when the filter is actually edited, not just viewed in a different way?

In complex filters, I use this to keep track of which region I am working on. It's a bit like Excel saving the last cell you were editing.
