Not something I'd tried before, but you should know that Menu | File | Send to... does not work at all. Nothing happens.
My guess is that you neglected to observe that the location of each user's Send To folder is different for Windows 7, compared to Windows XP.
In WinXP, it's located in %userprofile%
In Win7, it's located in %appdata%\Microsoft\Windows

It works fine for us here under Windows 7. Do you use MS Outlook? We use an Outlook API that allows attaching the current filter, the generic Simple MAPI supported by other mail agents does not allow this.

I don't use Outlook. I use Mozilla Thunderbird.
Send to should use the default email client, rather than assume MS Outlook.
But if that's not feasible, there should be a message to the user, rather than no response.
And the help file documentation should describe this feature.
