Packed ebcdic- AS 400 does not recognize file as a data file

I have used TextPipe Pro to convert ascii to packed ebcdic. I tested success by taking the packed ebcdic and "round-tripping" it to ascii. All seemd well on my end.

Problem is that my customer tells me that the AS-400 recognizes the file to be a physical file.. but NOT a "data" file - thus, they can't work with it.

I have sent them packed ebcdic files with ".dat" and also without an extension. Any ideas? I am fairly desparate.
