Reduced size filters do not gain internal scrollbars

When a filter window is not maximized, it does not gain an internal horizontal scrollbar when it's too narrow, nor a vertical scrollbar when it's too short.
This is best illustrated by creating two filters and stacking their windows.
The vertical scrollbar covers the whole height of the multiple filters panel, rather than becoming an internal scrollbar for the active filter window.

It's evident that this is not standard behaviour for internal windows and scrollbars.
It makes reduced size filters impossible to edit properly, as parts of the filter are not displayed within its window.
