Unicode case mappings

To extend TextPipe case conversion filters to cover all possible Unicode case mappings would be a desirable goal.

One thing that might hinder this is the assumption that the case mappings are those for the language in the current regional settings in Windows.

It ought to be feasible within TextPipe case conversion filters to specify the locale that should apply during the conversion.

e.g. Suppose one is an English user working on Turkish input files.
Then the Turkish locale could be specified so that the case conversion covers the language specific feature of having both dotted and dotless letter I.

Likewise, when using Match case and Case sensitive replace options in various Replace filters, etc., could also be made to operate under a specified locale.
