Whether probably in textpipe to do make translation from Russian on English symbols (or other ) and on the contrary ?
Example:
ашыр > fish
рыба > hs, f

Yes, TextPipe can perform Unicode search/replace.

No, I need to translate symbols in other allocation. Or russian words in english allocation of symbols. Is it possible?
e.g.:
"А" (rus) -> "F" (eng)
"Б" (rus) -> "<" (eng)
"В" (rus) -> "D" (eng)
"Г" (rus) -> "U" (eng)
"Д" (rus) -> "L" (eng)
"Е" (rus) -> "T" (eng)
"Ж"(rus) -> ":" (eng)
"З"(rus) -> "P"(eng)
so on....

Not sure what you mean by 'allocation', but have you seen
Filters\Maps\New map
?
