Unicode filter Remove BOM sets file has changed even when input file is without BOM

I just observed that the Unicode filter Remove BOM sets the file has changed flag even when input files are without BOM.

This ought not to be!

The flag should only be set if the BOM (Byte Order Mark) has actually been removed from (e.g. a UTF-8) input file.

i.e. To work correctly when the output filter is set to Generate output files Only if change occurs.
